Role initially based in India.

Our client, a leading oil service company, require an Overseas Controller.

Main duties and responsibilities:

Client Contract(s):

•Familiarise self with all contract conditions relating to billing, rechargeable items, duties and responsibilities, insurance and legal liabilities.
•Assist Rig Manager in interpretation of relevant clauses related to the contract.
•Assist Rig Manager in maintaining files of all contractual correspondence.
•Liaise with Contract Department in UK and Norway on contractual matters.
Other Contracts:

•Maintain files of all contract documents, correspondence, official documents, certificates etc.
•Assist Rig Manager in contractual discussions, evaluations and decisions.
•Administer the commercial clauses of the clauses.
Client Billing:

•Assist Rig Manager in the preparation of all billings to the client in accordance with contract conditions, local rules, customs and regulations.
•Responsible for ensuring the system for recharging client is in place for all items to be paid for by the client under the contract.
•Track invoices in the client system to ensure contractual payment terms are adhered to.
•Ensure that back-up is received for any debit notes deducted from contractual payments.
•Assist Rig Manager with all disputed invoices queried by the client.
Payroll:

•Liaise with advisor(s) in setting up and maintaining payroll.
•Ensure all employment changes are reflected correctly in the payroll.
•Check monthly payroll and conform to the Rig Manager that he can approve the payroll.
•Check all invoices for temporary replacements (agency personnel).
•Liaise with advisor(s) to ensure that Company complies with all government, state and municipal reporting requirements.
Catering:

•Check the catering monthly billing against meal sheets and POB lists.
•Maintain records to be attached to monthly catering recharges to client.
•Assist Rig Manager, when requested, in all discussions related to catering matters.

Country Legal Set Up Structure:

•Familiarise self with structure of host country.
•Ensure that all inter Company billings are prepared in accordance with the structure.
•Confirm inter Company balances in accordance with the timetable.
•Liaise with Material Department on reporting of purchase commitments.
•Familiarise self with structure of any future operations area of unit.
Financial Control and Reporting:

•Maintain control of financial records, procedures and reporting.
•Ensure financial software is maintained in order to provide monthly management accounts.
•Ensure that local host country "statutory accounts" of unit are maintained in a professional and timely manner.
•Liaise with advisor(s) to ensure that Company complies with all government, state and municipal reporting requirements.
•Maintain control of all bank accounts.
•Maintain control of the Imprest petty cash.
•Ensure all supplier invoices are approved in accordance with the procedures
•Assist Rig Manager in the preparation and submission of all AFE's.
•Provide monthly management accounts of unit in accordance with the timetable.
Budget and Forecast:

•Establish knowledge and records of all costs related to the operation of the unit.
•Assist the Rig Manager in the preparation of the budget for the operation of the unit.
•Liaise with UK and Norway in the budget process.
•Maintain rolling monthly forecast to be reported with the monthly management accounts.
•Maintain monthly, quarterly and annual cash flow forecasts.
New Operational Area of Unit:

•Assist unit management in setting up operations in new countries or regions.
•Visit proposed locations, where possible, to review available infrastructure and support in new area of operations.
•Assist in setting up office, communication, financial controls, warehouse and yard facilities etc.
•Review budgets and forecast of operating costs in new areas of operation.
