THE ROLE This position is required to safeguard Client’s business interests. Working as the key advisor on technical accounting, control and compliance matters to Commercial Manager (Finance), the post holder will be integrally involved in ensuring success in-country. The position is functionally accountable to the Senior Director C&A to ensure Client’s Control and Accounts function complies with the company’s internal and external standards.The Reporting and Governance Manager is a key member of the Libya Finance function that is critical to Client’s ability to competently and credibly control and account for the Libyan EPSAs, steward and report the financial and operating results of in-country operations which is critical in supporting the exploration program and the joint operation of development programs with local governments and partners. The role is accountable to account, report and meet external audit and reporting requirements at the Group level for these activities. The role supports the Commercial Manager (Finance) to represent the Finance function at the country leadership table and to create and maintain strong C&A functional linkages into London and Calgary. The role will focus on the Control & Accounts Function and contribute to the in-country’s Finance team as a senior team member. The role will work with London and Calgary counterparts to ensure the in-country C&A capability meets and is compliant with Client standards. In addition, this person will provide stewardship of all financial results working with the Commercial Manager (Finance) and Senior Director C&A to support Client’s overall business objectives. The key skills relevant to this role are strong technical accounting skills, functional expertise in the key functional areas, relationship building, people leadership, problem solving and communication. With such a broad remit, a key success factor for this individual will be his/her ability to prioritize, create a sense of strategic direction and alignment among all staff members, and effectively delegate tasks. Building and maintaining strong relationships with stakeholders will be critical. Finally, building a sound infrastructure of systems and processes including strong separation of controls upon which the business can expand and grow in complexity will be paramount to achieving long term success in this role for Client. SKILLS AND KNOWLEDGE REQUIRED
• Must have a senior level of knowledge with respect to all aspects of finance functions. University degree and considerable experience in a technical accounting role. • Strong background in all finance matters, having worked in a joint venture with operators. • Strong understanding of technical accounting issues particularly the application of German, UK Canadian GAAP. • Fluent in English language. Arabic language would be an asset. • Comfortable working with senior management. • A strong working knowledge of Client’s financial systems and processes. • Significant international oil and gas experience. • History of building strong relationships with third party stakeholders. • Strong negotiation and influencing skills. • Strong people leadership skills. • Extensive experience in the supervision of professional staff and team leadership. • Ability to manage within a complex matrix environment, negotiating requirements of various stakeholders. • Cultural sensitivity and awareness.
