Accountabilities and Responsibilities:
The job holder is responsible for:
Medical
•
Preparation of procedures and work instructions related to MER activities
•
Is the Custodian of the Company MER Plan. Solicits feedback and identifies gaps in the plan on an ongoing basis and amends as necessary.
•
Reviews MER aspects of major incident plans at Company sites
•
Reviews Contractor ER Plans with respect to MER planning aspects
•
Writing MER scenarios for Levels 1-3 ER drills and exercises
•
Reviews MER aspects of all ER incidents, drills and exercises and reports output to Health and Medical Services Manager and Head of Emergency Response
•
Contributes to Incident Investigation and Reporting teams relating to medical emergency response aspects of relevant high level incidents
•
Reviews Contractor clinics, hospitals with respect to Contractual Compliance and established good MER practices
•
Internal auditing of compliance with MER procedures, work instructions and RoK legislative requirements
•
Auditing of Contractor compliance with Company health policies and procedures and relevant aspects of RoK legislation related to MER. This includes assessment of medical personnel and development of exercises to test MER on site (onshore and offshore).
•
Preparation of Scopes of Work for Contracts related to medical equipment, consumables and pharmaceuticals
•
To be a team member in the quarterly health and hygiene inspections of Agip KCO offices and accommodation
•
To provide training in triage, advanced life support and pre-hospital care. This will be delivered to members of the Medical Response Teams at all Company sites
•
Evaluates competency status of all medical staff involved in MER activities and provides report for inclusion in annual staff appraisals
•
Regularly reviews MER preparedness status of all Company and Contractor medical facilities – marine and land-based
•
Regularly reviews medical equipment with respect to functionality, effectiveness, usability, compliance with RoK, international and best practice standards.
•
Conducts marine asset pre-sail/start-up MER site inspections and audits

Required Skills/Experience:
Qualifications & Experience:
The job holder must have:
Qualified as either as a Registered Nurse or Registered Paramedic or military equivalent
Have a valid UK HSE Offshore Medics Certificate and
Valid pre-hospital trauma and advanced life support certification
Recognised qualification in food safety at minimum of Level 3 (Intermediate)
NEBOSH Certificate or Equivalent Experience (Level 3)
Minimum of 15 years operational experience as a paramedic / medic, with at least 7 years as a remote site or offshore paramedic.
Experience in providing HSE advice for drilling and production operations, in a remote site or offshore environment
Previous experience in conducting training in first aid and pre-hospital medical care
Valid auditor training and/or experience. ISO 9001 Lead Auditor would be preferred.
Previous experience of marine operations in the Former Soviet Union would be highly beneficial – as would knowledge of Republic of Kazakhstan Regulatory Codes and Laws
